Looking for some advice.... Although I may already know the answer. Staying at Pop. The day looks like this. One of the water parks->tRex at 4:30 for early dinner->MNSSHP. Not renting a car so we'll be using the buses. Is the best plan waterpark to pop century, get dressed, pop century downtown for dinner, bus to pop for costumes and bus to mk for MNSSHP?
 
If you will be changing (clothes) between events, then Yes, what you have outlined seems best.

However, if your costume is simple and can be carried with you to T-Rex, then maybe DTD to MK Resort, then walk/monorail to MNSSHP.

Waterpark to Pop to DTD for dinner, then bus to CR and walk to MK. There is no direct bus from DTD to the MK, but if you take one to the CR you can walk to the MK.

I would bring the costumes to DTD and change when you arrive at the MK.

Another option: Historically you can enter the MK with just your MNSSHP tickets at 4:00 so if T-Rex is not set in stone you could have dinner in the park before the start of the party.

I agree. If you go through the gates at MK at 4 PM, it will be much less crowded than trying to get on a bus at 5:30 or 6 and accessing the park between 6 and 7. You may have to wait to get on a bus from a resort at that time. On the outside chance that Disney changes and doesn't allow people in at 4P, I'm sure we'll read about it on these boards and can readjust plans.

You can be enjoying the park from 4 P on, instead of dealing with the crowd trying to get in. You might be able to get a reservation for an early dinner in the MK, but wouldn't count on it. We usually adjust our meals on the day of the party and do a table service late lunch and then grab a sandwich or salad some time during the evening + snacks. Not everything is open during the eve, but there are several options for quick service meals.

That is way to much time travelling. Here's what your time frame is going to look like:
  • 2:00 leave waterpark
  • 2:45 arrive at Pop
  • 3:15 leave Pop
  • 4:15 arrive at T-Rex
  • 6:15 leave DTD
  • 7:00 arrive at Pop
  • 7:30 leave Pop
  • 8:15 arrive at party (having missed quite a bit of it.)

I would take regular clothes and your costumes with you to the water park. You can just get dressed there and then change into your costumes when you get to MK.
 
Best bet is to dump my tRex reservation. My son loves it. Back to working on the itinerary.
 
I don't think a kiddo would mind missing T. rex for every moment he can of a Halloween party.
