I am trying to figure out how to get from Pop to the Boardwalk for a breakfast reservation at 8:00 in the morning.
We do not have a car and have 2 kids that need car seats. With the Minnie vans not running, it seems this will be hard. Uber has a car seat option but only 1 seat in the car. Is there anything I’m missing where we could use Disney transportation to get their that early?
 
I think you can order a Mears yellow cab [van] at the bell station. Or order Mears from your phone.

But would Mears have 2 car seats?

some people have talked about bringing their own car seats. Bubble bum? Bumble butt? Something like that.

Well, your problem is not just getting to the Boardwalk. If you have two kids who need car seats, that is going to be an issue throughout your trip.

There are some Ubers, both X and XL, which have car seats. But availability may be limited, because that program has been discontinued for new drivers -- and Murphy's Law being what it is, no available cars would almost certainly occur when you needed it most.

The easiest solution would be to bring car seats with you. Depending on the age/size of the biggest kid, something like a BubbleBum might also work.

If BB or something similar will work for one, you could order an Uber Car Seat and use the BB for the larger child. If both kids are large enough to use the BB, you could get two and not have to order the Car Seat Uber at all.

In addition, Uber Car Seat costs $8 more per ride. So if something like a BubbleBum would solve the problem, you'd probably save money as well as gain convenience.
 

The skyliner to the epcot area drop off is worth looking in to. It's just a short walk from the epcot area dropoff over a bridge to the boardwalk. Art of Animation/Pop Century has a boarding area for the skyliner. Obviously, no car seats needed. Kids will love the skyliner ride too.

0 chance of the skyliner running early enough to get them to an ADR at Boardwalk by 0800. I believe currently you need to be in line by 0800 to get on the skyliner when it starts at 0900 to get the DHS for ROR by 1000.

OP, we did an Ohana ADR when we were there last Thanksgiving and had our 4 year old in the Bubble Bum and the 7 year old without a seat. That was our choice and we were ok making that choice based on our our own assessment of the risks.
 
Just a rant ... With park transportation starting so late, and MV's out of commission, Disney really ought to step up and provide Breakfast Buses to resorts. It's not that difficult: just a bus to each resort "area" (MK Resorts, Epcot Resorts, etc.), running maybe every 30 minutes and dropping Guests at each resort as needed.

They've been reopened long enough to have sorted this out by now.
