Transport to Universal and Outlets?

My friends are going to WDW in February and don't want to hire a car. They plan on staying at an on site hotel but can't work out how they can get to Universal Studios ( 2 day pass) and to the outlets. Any help would be appreciated. I'm no help as we have always had a car.
