Yes, take Skyliner to Caribbean Beach. Then get on the Epcot line which will slow down and open the doors at Riviera.
 
Yes, but watch the weather. You’ll need a good bit more time if the SkyLiner shuts down. We had happen last trip but luckily had a car.
 

If you're dependent on Disney transportation and weather shuts down the Skyliner, take a bus to HS and transfer to RR. Each leg of that trip isn't very long.
 
In this case, you are much better off getting an Uber I would think.
Folks usually plan their time needs based on walking out to the SkyLiner and how long it takes to get to their destination which is not long.

Uber is a good option if you are a user, I am not, but you still would need to watch weather and plan, you still have to order the Uber to get to you. It still will take much longer than the time allotted for SkyLiner.

Agree this is best option, but they'll still need extra time to do this given the bus wait times vs next to no wait time for the SkyLiner.

It's fairly easy to gauge several hours in advance if there's a threat of weather/shutdowns and plan accordingly. If there is, count on building in extra time.

Not always, it is Florida and weather changes quite quickly, and weather 10 miles away we can't even see does impact SkyLiner.

I am only advising from experience. Last month we were in EPCOT heading to the SkyLiner to get to our reservation at CBR. We were then going to return to EPCOT for the rest of the night.

Far off lightening popped up and within view of SkyLiner it was shut down. It is just like any of the outdoor rides, if lightening comes within so many miles (I believe it is 10), it gets shut down even if we are not experiencing bad weather.

We had our car so we had to hustle to get ourselves out to the parking lot then drive to our ADR. Had we had to get out front to the bus depot and then wait for a bus to be dispatched to CBR (normally not) then we might have missed our ADR.

I always will suggest people do the most they can to insure their trip is smooth rather than take a wait and see, it's all easy approach. Without a plan they might miss their ADR and have to pay the no show fee.

If your destination is time-sensitive, plan on taking the bus, rain or shine.

The OP is asking about getting to a Topolinos ADR ............ the answers were accordingly.

And that means taking a bus to a park and taking a bus to a hotel. That means adding the extra time as suggested. :confused3
 
We always plan on being at our nicer resort dining reservations about an hour before our reservation if we have no hiccups we enjoy the resort, sit in a Lounge and if we want ask to be seated earlier. If we experience delays we get there on time. Unpopular opinion the sky liner is a very unreliable method of transportation but it’s fun
