So is this a common approach (sorry, cruise newbie here)...book for onboard discount and then transfer to Costco (or another travel agency) to earn their credit/discount?

It works the same way with Costco Travel -- they are a TA. It's easier to name them as your TA when booking onboard vs. transferring after. You'll get the same cash card amount whether you name them when booking or transfer later (within 30 days of booking).
