transfer rates and infants

hey im really sorry if this has been covered before, but i cannot find it anywhere.
Are infants charged for shared transfers from airports.
It asks you how many passengers, do i include the infant ???

I know when i go the transfer tickets, there was not one included for my baby, as he was on my lap, but my 4 year old had one
