Transfer questions

I am in the process of buying a resale and I have a question about "point transfers". I know that Disney is enforcing the 1 transfer a year rule, but I was wondering how it works in the first place. Does money exchange hands or are people who are willing to transfer points to someone else doing so because those points are soon to expire? Please excuse me if I am missing the "obvious answer"

While I have not transferred, I always assumed it was similar to renting a ressie. You pay an agreed upon amount to the person who is transferring points in to your account.
