Toy story and Star Wars Lands timelines?

Remember these things can take years though. If it's true that we're looking at a 2019 opening it's more than possible that they could already have a basic ride system down. Though as you say, things are probably still in flux.
Well as one rumor suggests one ride opens in 2019 with another in 2020.
 
If they get the "massive uptick" that they are hoping for at DHS with TS and SW, what is the incentive to outlay more cash in a thriving park? How much more of an "uptick" will they want / expect? Personally, I think the cost/benefit will have been maxed out once SW is complete.

For selfish reasons, I really hope that they shift focus to the park with the giant golf ball (and not much else) after SW land is complete.
I think they may announce something more, because even after SW they'll still be expecting occupancy that far exceeds current capacity. I'm guessing anywhere from 2-4 million. If not for logic, perhaps out of pride they'll build more.

One reason Avatar has taken a while from announcement to completion is that they had to move the Lion King show before construction on Pandora could start.

Similarly, they have to move something's at Disneyland before they can start work on Star Wars there, and they probably want to open it at DHS simultaneously with DL or close to it.

It makes a lot of sense to phase these openings so something new is coming every year or so. Too much sooner and you lose repeat visits, so you are spending money faster and not making as much during construction - people will delay a trip to see everything, or they won't come the next year because there is nothing new.

Yes and no. Avatar was announced in 2011. They had no design work or anything on what was going to be done yet. They just said James Cameron and Disney will be bringing avatar to AK. Avatar broke ground in January of 2014. It did not take very long at all to move the FOTLK. As for Disneyland the land recently purchased across the street is where the back stage offices and warehouses will move to make room for Star Wars. Hence why they say construction won't start until 2017.
 
Disney will take as long as they think they can get away with. They're maximizing profit and minimizing costs. They could do it faster, but they don't feel they need to.

The rest is just sturm und drang. A lot of noise and no effect. Well maybe it makes people feel better to let off some steam, but it certainly won't change Disney's MO.
 
I know that about the deal. Lucas wouldn't have sold to anyone else. I'm talking about design and planning for the land. I really don't think that was well underway until 2013 when they created a Star Wars studio in imagineering.
So, going back to my point that DISNEY made re" the Magic...two years and they had everything ready to go, fabricated, and whatnot. They've had 2 years to get this right and say, "Shovels will be in the ground darn soon, because look at all this cool crap we have." They haven't, they've dithered.

Well that's today's Disney unfortunately. Iger is at the helm not Eisner, not Walt.
