when I originally drafted our touring plans, touring plans.com was forecasting wait times of approx. 15-20 minutes for this meet & greet from 3pm-7pm. I've been checking the lines app recently, and the posted stand by is always longer. Tonight I saw it listed at 60min. I've also talked with friends who said the standby time can be lengthy. Any insight? We are planning on trying this attraction on August 11 (we hope to be in the park from 2pm-730pm - our FP are already booked). Is it possible to meet Mickey here with less than a 25minute wait without fast pass?

Possible?
Yes.
But, there's no way to know what will be the case on your particular night(s.)

There's also the possibility of getting a FP+ as one of your 4th or 5th "day-of" kiosk choices if your 3 pre-booked FP+
are not scheduled too late in the day.
 
If you aren't planning to watch FoF on that day, wait times for Talking Mic are usually shorter during the parade timespan.
 
Talking Mickey is kind of cool. But the interactions that make him cool also make the line move much slower than ever before.

Definitely try to schedule it as a 4th FP.
 

Make sure you ask when you get there if he is really talking. We got a fifth fp to meet him, still stood in line for quite awhile and when we got to him, he was silent Mickey.I wish now that I would have asked before we scanned our bands, or at least complained after and asked about a re do. It was the end of our last day, and we made sacrifices to get to that Mickey because of the talking. We had already met two silent Mickeys on the same trip.
Easily the biggest bummer of our whole trip.

This makes me wonder....how often is it that "talking mickey" doesn't talk!? I also planned to FP this the last night of our trip. I want her to meet silent Mickey's first bc I worry my daughter will question the other silent Mickey's if she meets talking Mickey first....

Sorry, but that's one of those "won't know until you get there" kind of things.

You can ask but the CM's at the Greeter, Merge or Entry positions would not have been able to answer your question as they do not know.
 
I've heard that its Talking Mickey in the AM and Silent Mickey in the afternoon, but you can take that with a grain of salt
 
In theory, Talking Mic should be there all day on a daily basis. But, you have to be aware there are many components that can break down or be disrupted... electrical, audio, and injuries to name a few.

Yikes! I didn't know he sometimes doesn't talk!! That's a bummer because he is billed as "Talking Mickey". We've seen him twice.. both late in the day and he talked both times.. LOVED it!!
BTW... We're at POP Century 2 days before you! See ya in the "World"!!

:-) Actually it's more like adults trying to knock Mickey's head off, or, poor Mickey having to spin like a Tea Cup one too many times.
 
We went to see "talking Mickey" last October two times without FP+ (and also Tinker bell next door to him) during the fireworks and parades time frame and lines were small. And we always met with a "talking mickey" each time. My 2 year old even did the hot Dog Dance with him !
 
He wasn't talking when we went last October, I was bummed. That was first thing in the morning (which is a bad idea anyway)
