Tower of Terror or Toy Story Mania first?

Will be spending a morning at Hollywood Studios without fastpass (already booked for afternoon at Magic Kingdom) and plan to to quickly do Tower of Terror, Toy Story Mania, Star Tours, and Muppet 3-D (planning on skipping the Slinky Dog Dash madness). With Tower of Terror at limited capacity--I am unsure whether to do it or Toy Story Mania 1st? Any thoughts?

FYI, there have been reports coming in over the last few days that indicate ToT is back a full capacity. Granted I guess they could turn attention to another elevator shaft at some point, but for the moment they all appear to be running.

While ToT was at partial capacity, the line was frequently 90+ literally within minutes of opening. You had to be one of the people at the front of the street when the rope was dropped to get a short wait. TSM typically has lower wait times on non-emh mornings til around 30mn after park open. Usually takes ToT slightly longer than TSM to build up a line when it’s at full capacity but it all depends on the crowd there that day. If you are going after SW opens though everything could be a long wait all day. Personally I would book fp for the first park, especially if the 2nd park is MK. It’s really easy to get day of fp for almost everything at MK.

Apparently, Michael Eisner had originally suggested that the attraction also be a real hotel... but apparently the Imagineers told him that would not be a practical idea. Maybe they should've build a few real suites in there anyway (kind of like the Dream Suite in Cinderella Castle) for a special VIP experience!

My husband probably lives in constant fear of that happening. Any sense of "budget" would go straight out that open elevator shaft window!
 
If ToT is at full capacity, I would probably do TSMM first, then ToT. If they are still doing work on any of the elevators, then I would do ToT first.
