TOW Lounge at BLT

I am still a little confused about the TOW Lounge! I understand you need to show your room key and access the special elevator. What I don't understand is what the occupany rate is for the TOW Lounge. I have read somewhere a much higher occupancy rate for the actual observation deck than there was for the actual lounge. Anybody have any information?

The viewing deck has a capacity of 499 people. The Top of the World lounge has a capacity of 77 people.
