Touring plans question - What means lower crowds?

Hi,

Our goal is absolute lowest crowds, I am trying to interpret Touring plans site.

What would be the lowest crowds?

Overall crowd level 2, but the park we want to go to has a crowd level of 1.

OR

Overall crowd level of 1, but the park we want to go to has a crowd level of 2

I would go by the level of the park you want to go to. 1 vs 2 isn't a big difference, both are low crowds. It's not until you get to 6 or above that it starts to get crowded.
 
Correct, go to the park with the lowest level...but seriously 1 or 2 is walk on and some rides will let you reride w/o getting off. I get excited when it's level 4/5...miss the level 1/2 days..
