Looked at a graph of pricing for DCL on Touring Plans and according to them my cabin has went up about $30 since it was released in October 2019. Less than what I thought, but are they accurate?

Go to the disneycruiseline website and go through the motions of booking another cabin yourself and see. I suspect the prices are pretty close since they probably pull the data through an API or similar.
Not all cruises change their pricing quickly. There are a lot that will stay the same price for awhile. Some maybe not change for at least a year. That doesn't mean there's a problem with the "book early" strategy.
Our upcoming cruise stayed the same price for around 4 months, then it started inching up, 30 here, 50 there. And after another 2 months, it was almost a 1000 more. After another 6 months, it was up close to another 1000 more again.
Well TPs has the correct price as of today, I was just wondering if the price was correct at the very start, but I am guessing it is. I got in about three months after release and was kinda surprised it had only inched up right at $30. But that doesn't mean other stateroom categories haven't went higher.
We booked back to back 4 night cruises on the dream for this September last May. We booked close to opening day. The price we paid is the same today as it was last May.
Some cruises have fares that rise dramatically, some do not. Our 2 on the dream are in the not category.
Just upgraded our cabin to a verandah (5B) from oceanview that I booked on first day. I had to pay a little over 300$ to upgrade but when I compared to how much the same stateroom would have cost me on expedia, it's over 1000$ more than what I am paying total. I guess the upgrade cost is based on how much the cabin was when I booked?!? My TA from DU did it for me and I forgot to ask.

I have noticed this as well. The increases in price over time (according to TP) are never nearly as drastic as I've heard they will be, at least not for my cruises. Not that booking on opening day/early isn't a good idea, but I, too, have wondered if it's really a "do-or-die" strategy in terms of saving a meaningful amount of money.
That having been said, I tend to sail off-season in February, which might explain why I don't see price jumps on my cruises.
Yes, if you upgrade to another cabin on the same cruise, the fare will be based on the price of the new cabin on the day of your initial booking. This applies only on the same cruise, and only for passengers who were listed on the initial booking. That is, if you add a passenger, the new passenger will pay the fare as of the day that passenger is added.
I can't speak to the accuracy of Touring Plans pricing, though the few times I've checked them they have been spot on. I think there is a narrative on here that ALL Disney cruises jump in price from day one, Does that actually happen? IMHO - no. Sure - for unique itineraries the prices can rise drastically, as DCL vets are starving for them. But if you are talking about the random Dream / Fantasy cruises that go to the same places week after week you aren't going to see the rush to book and the drastic price increases. As time goes on and cruises book up they will increase in price, but it will take a while.
