Total Newbie - Dining Plan

I'm surfing the internet trying to gather some information and I'm a little confused about the Dining Plan.
Am I reading correctly that you can only purchase a Dining Plan if you book a package??

If I were staying offsite, and purchasing park passes separate from all else, is a Dining Plan still an option?

No, you need to stay on site to purchase the dining plan.

Correct. You can only get the dining plan if you book a package directly from Disney or an authorized travel agency.

You have to stay onsite at a Disney owned resort, but if you are getting a paid dining plan you can buy your tickets separately and book a ticketless package.
