It's been talked about frequently throughout different chats, but I still can't seem to find a current universal answer. Can new DVC resale owners access the Top of the World Lounge? By that, I mean people who purchased their DVC from another DVC owner after April 7th 2016.
 
All members are eligible for TOTWL. The wording for this perk does not limit members because of purchase date. You just need to be staying at a WDW Resort whether is a DVC or Disney cash resort.

Disney Vacation Club Members staying at any Disney-owned-and-operated hotel at Walt Disney World Resort (whether they booked with Vacation Points or cash) may enjoy access to one of the vacation kingdom's most exclusive spaces: Top of the World Lounge atop Bay Lake Tower at Disney's Contemporary Resort through December 29, 2017.

Blockout dates apply for Top of the World Lounge, includingbut not limited to: December 30 — 31, 2016; July 3 — 4, 2017; and December 30 — 31, 2017. Current operating hours are 6:00 PM to midnight.

Accessing the Lounge

This perk is available for our Members and their guests. People who are in that Member’s traveling party and staying on that Member’s reservation are also eligible to visit Top of the World Lounge. At least one Member in the traveling party must accompany the group and present his or her current MagicBand or card in order to gain admission to the lounge and observation deck. A Disney Vacation Club Membership Card is also required to verify Membership.

That sounds pretty conclusive. There are so many threads saying that new DVC buyers will not be able to access the lounge. Do you know about the Epcot Lounge?
 

The differentiator appears to be that TOTW is a part of a DVC real estate property and thus tied to the real estate interest. Space for the Epcot lounge is not a part of a DVC property (obvs).

Another difference is that the snacks and beverages in the Epcot lounge are free. The TOTW lounge has food and beverages available for purchase and needs as many paying customers as possible.
 
Membership Magic events and the Epcot lounge are provided by and funded by DVD, the people who sell DVC contracts. They use the events as a marketing enticement for prospective buyers and as a reward for buying direct. They can modify and/or remove the program at any time.

TOTWL is paid for by BLT owners as part of their dues, Disney leases back the bar and lounge area, sells food and drink and keeps the proceeds. TOTWL isn't restricted to direct buyers because it isn't funded by DVD.

We were there last week and just had to show ID and DVC membership card or a picture of our membership card in our case. They were pretty strict and you had to wait for someone to scan a card on the elevator before it would go up. We loved it! Pictures!

TOTWL is labeled as a commercial area in the Declaration/POS and is not included in the member dues. It is operated and owned by Disney. That is why at any time Disney can rent out TOTWL for a party or wedding and why Disney receives all of the money from the sales of drinks and food. Disney can close access to the lounge at any time.

I may be incorrectly remembering but I thought that it was a commercial area in the original filing and that Disney/DVC changed it some time after BLT and the lounge/viewing area were opened.
