TT opens an hour after normal park opening. So if the park opens to all at 8 (after having a Magic Morning at 7 on a Sunday), TT will open at 9. I would be there probably 15 minutes or so at the gates of TT, in the "stroller brigade", so you're getting in earlier than the main masses.
So if you don't have MM and you have no interest in riding anything before TT, I'd plan things so you're at the back of the park, at those gates, 15-20 minutes before TT opens. Give yourself enough time to get back there! And...maybe stop for a FP for something on your way in, b/c Roger Rabbit (as far as I know) is still disconnected from the rest of DL, and you can get a FP for it even if you hold another whose time has not come yet.
If it were me, I'd probably still get to DL's gates early for park opening, get a coffee and goody from the bakery, experience Main Street, run off to Space, Splash (FP queue is allll the way near the actual entrance to the mountain/line), or BTMRR to snag a FP, maybe ride Small World if the line is moving quickly (and it usually does), then get in line at the TT gates!
TT fills quickly and gets HOT quickly. Definitely best to experience it early. I'd probably snag FPs for Roger Rabbit, rush over to the little coaster if you want to ride it, get in line asap b/c of that line. Go through Minnie and Mickey's houses, get some autographs/pictures. Then play around to your heart's content, exploring all the little things they made in the area.
