I think it has something to do with the mansion game because it has happened to me once before but the window was showing things from my shop window instead of ppl. But each time it happened it was right after a mansion game.

I changed it to a pic that I took when I first went in Seas room, which btw Nanor, is the reason why there is only a few of us there as we just got there. Later on there we quite a few of us in the room.

it was happen to me when tomorrowland open, i started to have hitchikers , a space dude, a cowgirl and the report button.
