WHERE can I find these? Every place I go online, Amazon, The Children 's Place, etc...they're not coming up. Perhaps the toddler boy high rise jeans are called something else?

They don't categorize toddler jeans that way.

What is the issue with pants? We can help if we know the fit issues/body shape you are working with.
My DS is three and slightly overweight due to an autoimmune disorder. His jeans keep falling down below his belly.

Also try JC Penney. When my daughter was a preteen, she needed a "chubby" size for lack of better word. We had good luck there.

A quick look at their website shows a lot of styles of pants with a draw string. Might do the trick.

I’ve noticed that Gymboree and Carters seem to be cut wider than many other brands so they may be ones to try. The brand Primary runs small through the waist but also short in the legs, in my opinion, so you could probably buy a full size up without them being super long.

So, my son as a toddler had a bubble butt and a belly. We just didn't do jeans, really ever. He's now 16 and he still can't wear them. He needs elastic waist pants for the most part. Luckily, joggers are in style! 😆 He also wears lots of stretchy tech fabric clothes. Pants are very hard for him to fit into.

I'd simply avoid denim and dress him in comfortable elastic waist pants that have some stretch.

Agreed. Carters always runs bigger than Cat and Jack (Target) for us. We have some 24 month Carters shorts that just now fit my 3 yo son, while he's growing out of the 2T in Cat and Jack. Avoid Jumping Bean (Kohls), they run the smallest IMO.
