We saw an 'older girl' maybe 12 having her hair done there the other day. As a far as the dress is concerned, be aware that they may not let her into the parks wearing one as she is 'adult height' and adults are not allowed in the parks in fancy dress. It will completely depend on who is on the gate. I've seen young teens in princess dresses and I've seen kids my height (I'm 5' 1") turned away.
I would hope the CMs on the gate would recognise that she had a BBB hairdo etc and would realise she was young enough to be "allowed" to wear a princess dress in the parks. I saw some tall Tweens in them this year
