to make an ADR do i call MS or disney dining

If you are trying to get a difficult one, call the Dining Line and not MS. MS opens later than the Dining Line.
 

As others have said you have three options: Disney Dining, MS or online. I recently made ADRs for my next trip and I made all but one of them online. It was really easy to do. For some reason I was not able to book Sanaa online and had to call Disney Dining to get that one. There were a few quirks but I managed to get everything I wanted for times within 10-15 minutes of my preferred dining time. If you are booking 180 days out, you can go online starting at 6am eastern time on the designated day.

That's unfortunate. I was pleasantly surprised at how well the online booking is working. Good luck with your ADRs!
 
I am going the week before Easter and I cannot believe how easy it is for me to get all my ADRs for our party of 7. Granted, my children are older so not doing character meals but booked Cape May, California Grill, Chef Mickey (I really WANT to not do this anymore since kids are 16 and almost 12 but I can't get myself to stop. Kids don't care and food, IMO, is terrible), Raglan Road and something else, can't remember. Thinking of doing Jiko. Maybe I'll try.
