It's not a TIW issue. Some venues will allow persons ten or older to order off the kids menu. Others won't. Some will charge the guest aged ten or older more to order the same item off the kids menu.
We did TiW for the first time in March. I have a 10 year old daughter. I specifically asked for kids menus and she had no problems ordering. I will say that I do pay full price for her at buffets. But at places that have a menu, she typically orders from kids menu. No problems.

Anyone of any age can order from the children's menu. The only exception is at buffets, where prices are determined by age regardless of the person's appetite.
