Now i know to leave tips at restaurants even when on dining plan and I usually leave 15 - 20 % . Do I leave a tip at buffet breakfast places i.e. Cape May Cafe, Crystal Palace etc ?

Yep - 18-20% is standard for all table service meals in the US, regardless of whether they are buffet or a la carte.

yes, any TS restaurant gets tipped.

Some will say that they leave less at buffets since the waiter supposedly has less work as you go help yourself at the buffet.

This is arguable. There are more plates to clear (unless guests reuse their plates for their next trip to the buffet, which they're not supposed to do). And most of the job they do remains unseen, since we're not at our table.

So, I tip the same at regular TS or buffets, only service is my adjustment variable.
