tipping question

I have a couple tipping questions.

Are you suppose to tip the shuttle driver when you park offsite from the airport?
Are you suppose to tip the shuttle driver who brings you to an offsite car rental site?

If the answer to any of these questions is yes, how much would you give?

If the driver helps you with your luggage I'd tip a dollar or so per bag otherwise no reason to tip.

I tip for both. Since they usually load your luggage for you I figure about $1-$2 a bag.
