Yes, they are per person, including children.
You give room service a tip when they deliver your food. An automatic gratuity is added to alcohol and the other beverages that you have to pay for, but you should generally tip a few bucks for the food order, depending on the size of the order.

Curious....Are the tips shared??
What happens in the case you don't eat all your meals in assigned dining room....say maybe breakfast, lunch or dinner buffet at Topsiders, etc.??? When do these waiters get their tips
