The wings and skirt are made out of tulle. I glued fuzzy pipe cleaner around the edges of the wings so they would stick out, otherwise they are just floppy.
They are actually very different. They change the designs on the costumes at both the parks and the stores every year, so you have to find one that fits your taste. We are at Disneyland every few weeks, so it's given me plenty of time to be picky about getting the right one. I actually prefer the ones at the Disney Store. I think they are a bit more durable for the price, although when you add all the accessories, like the wings, it comes out about the same cost as the parks - which currently have wings included and velcroed to the back.
I have the Disney Store one I got in June much better - it has a separate set of wings that are on elastic straps - not velcroed to the back and flimsy like the park one. Also, those wings light up. The shoes are way better - ballet flat slippers with pom-poms. Here is my Tink in hers.
