This isn't about Tiger Woods I don't know about that. Regarding domestic violence in general it hinges on the injured party. I've seen a lot of cases (on Cops and such) where police were called for domestic abuse (bruises, scrapes, blood and all were evident) and had to leave without making an arrest because the injured party would not press charges. The police would be upset because they couldn't do anything unless the injured party pressed charges. I don't know. Has the law changed?
In many states (if not all) the authorities have the right - and obligation - to prosecute whether the injured party presses charges or not. There are occasions when obtaining a conviction is not possible because a victim refuses to cooperate. In cases with substantial physical evidence the testimony of the victim may not be crucial.
