Tiered FastPass

I have a question regarding FastPasses at DHS and Epcot. If I only schedule a Tier 1 and forgo making any Tier 2 reservations, would I be able to make an additional Tier 1 reservation once I use the first, since I would not have any FastPasses scheduled at that time?
