This may be a stupid question but i was wondering if disney ever switches a tier 1 to a tier 2. i am thinking of when soarin closes in May will a tier 1 drop to tier 2.

Yes, they do occasionally switch tiers. However, I wouldn't expect Soarin to change since it's going to get a new movie.
