Yes, there are ways to purchase tickets at the MK gates. You don't need to go to the TTC. Self-ticketing kiosks. Or Guest Services. You probably need to go to GS to activate the tickets you have.

1. Like anything at WDW, it's just a matter of your timing and luck-of-the-draw.
2. Nothing special you really need to "do" but bring the credit card used to originally purchase the AP, and a legal photo ID
for anyone 18 years and older.
The CM will activate the APs, give you AP cards (for making AP discounted purchases,)
and you can purchase your TIW card at the same time, if you like.

You don't have a valid ticket (AP) until you activate it.
Otherwise, your AP would have started to count down (expire) on the day that you purchased it.
The "activation at Guest Relations" step allows you to keep a pre-purchased AP
fresh and new (even for years, if necessary) until such time as you arrive at WDW and want to start using it.
Also, it is wise to always carry your photo ID at WDW.
It can allow you to get things re-issued or reinstated very quickly and easily if something goes awry
with system glitches or lost tickets or lost MagicBands.
I'm remedial. So I HAVE to go to GR before I can enter a park (i.e., to activate the AP)? It's also good to know we need the credit card and IDs. Since MK doesn't sell alcohol, we usually don't take our IDs with us on those days.
#9 on Robo's map was not crazy busy yesterday. I think we waited between 5-10 mins before we were at a window. We got there a little after 12pm, maybe 12:15 when we got to the window(it was our arrival day, we came straight from the hotel).
It was a MVMCP day, though, and MK lines were pretty short overall. A busier day may be much different
