Hi everyone! I have booked our stay at Hard Rock and our airfare. Now I am trying to purchase 5 day park to park (2 park only) tickets. I went to Undercover Tourist as suggested, but the price is actually only $3 cheaper than booking with Universal directly. Am I doing something wrong?

Don't forget that UT includes all taxes in their price where you have to actually go to checkout on the Universal site to get the real price including the taxes. Make sure you price out annual passes. Depending on when you go, the Seasonal Pass (watch the blackouts) might be cheaper than your 5 day ticket.
 

Universal 2 park 5 day ticket - $346.12
Undercover Tourist 2 park 4day ticket plus 1 day - $317.72

Don't forget that UT includes all taxes in their price where you have to actually go to checkout on the Universal site to get the real price including the taxes. So I have another question. If I go ahead and get the 4 day ticket plus 1 from UT, can I upgrade at anytime to an Annual pass or does it need to be done while we are at the Park? The only way it would benefit us to upgrade to the AP is if (1) they came out with an APH rate for HRH or (2) if they had the 3 extra months free with 1st ticket use by June 2, 2019.

It can't be done over the phone or online, if that's what you are asking. It must be done at a customer service. You don't need the AP in hand to be able to book with an APH rate. You just need to show the AP before you check out, if at all.
