If my BF were to propose without a ring, I'm not sure I would think he was serious. And I can just imagine the talk around my side of the family (they're not always the kindest.) Probably something like, "Well I won't hold my breath for that wedding. Hope she knows what she's getting herself into." So I can definitely understand where the OP's friend is coming from.
But...I don't think I'd demand a diamond ring. If he went to the jewelry store, bought a ring that was pretty but didn't spend a fortune, I'd still say yes. I would want a ring, I wouldn't care if it wasn't a diamond ring.
