I think it is often done to show that there are others out there who agree with that poster (especially when the debate is tending to be rather one sided) without waisting everyone's time and board space typing out pretty much the same response over again. Essentially you are saying "I acknowledge that what I have to say has already been said, probably better than I could say it myself, but still want to at least chime in to say which side I am on in the debate."

, ITA, mte, or some other quick little expression of approval, can be a way of bringing it to the notice of other people and making sure it gets the attention it deserves.
