Do you have to stay at a Disney Resort to have the dining plan, or can you stay at an outside resort and still have the dining plan.

You need to have a Disney Pkg plan in order to get the dining plan. You can also be a DVC member or a guest (when u buy someones points) to have the plan as well.

If you're not staying at a DVC resort on DVC points, to qualify for the Dining Plan your package must include accommodations and admission for every member of your party.
