You mentioned a golf course....... maybe some allies there?
My DH took our 10 yr DS golfing today. I know for a fact that he would not have taken him if he thought that an aggressive fox might appear. Golfers assume a safe environment (unless you live in Florida with the 'gators).
Maybe a neighborly warning call to the course manager? Let them make the next step. Either they will drop it or they will pursue it. It certainly couldn't hurt to let them know.
