I was looking into buying a used timeshare, can i get the meal plan when i stay in my time share, and are there discounts on tickets???

When staying at DVC resort on points you can purchase dining plan. Points stays are not eligible for any free dining promo that Disney may be offering.

Discounts : Currently on Annual Pass but that is not guaranteed into the future since DVC perks are subject to change or removal at any time so these should not carry weight in a purchase decision, jmho. Depending upon the season, there is usually some discounts at some dining locations & shops (10 - 15% typically); member website lists perk related info and at check-in member's are given a booklet listing what discounts are available at that time.

Is your "timeshare" DVC or something else? As long as you buy into DVC, you can get the annual pass discount. IF your timeshare is Bonnet Creek, no.
 
I am not sure of the current prices but, a few year ago it was a $100 DVC discount on the $400 annual pass. If you go at least twice within that year for at least a 5 days each, it makes it an attractive perk. The second trip park tickets(with hopping) will essentially cost about $25. Again, this was a few years back.
 

Boy, How times have changed! At least the costs. I just read a post on the DVC planning forum and they are quoting the annual pass costs as:

Non DVC new - $531.41
Non DVC renewal - $488.84

DVC new - $424.00
DVC renewal - $377.01
 
Depending on your kids ages, the dining plan is not a great investment(IMHO), we tried and and my kids, 8 and 11, would rather eat a real meal, adult style food, than chicken fingers and pizza for every meal. Plus there were night s we just wanted a Mickey Bar for dinner and wasted those meal points. I would not do it again myself.
