Yes, but it's not one of the most popular WDW restaurants, so you might stand a better chance there as a walk-up than some other places. But if you want to eat there, just like any other WDW restaurant, it is best to make a reservation.
you might not actually need reservations for breakfast...our experience with resort table service restaurants is they are not all that busy for breakfast...the fact you were able to get an ADR only a week ahead of time--and it's during free dining -- indicates it probably is not going to be crowded while you're there. I think it's usually dinner at The Wave that's more apt to get booked up. (As for breakfast, I think the menu/waiter type table service are generally walk-ups, even during free dining. Everyone seems to prefer either the character breakfast buffets--which do get completely booked up in advance-- or just do the counter service places for breakfast.)
We've eaten at Kona Cafe for breakfast with only one other table occupied. Even Boma breakfast was only about 1/3 full. On the other hand, Chef Mickey's was packed at 8:00 a.m. during a very slow time of year.
