We are cruising into Cabo San Lucas in the spring. One of my party has a problem with stairs due to a fused ankle. Are there many stairs to board the tender boat along side the ship? Or should we save our excursion experience for Ensenada?

Generally, you can walk right out at the tender dock level (most people will be getting "off" one deck up and have to walk down a flight of stairs to the tender dock), but you still have to step across to the tender. Then it's either up or down (about 5 steps) to the seating area. There is a small seating area directly ahead as you get on the tender, depending on how many people would require that, you might be able to sit there.
