Are codes only for fla. res. or AP?

There are codes for AP, Florida residents, Disney Visa holders, residents of certain states at times, general public codes, military, teachers, AAA, etc...

That doesn't mean that there always all of these codes in effect....certain codes are for certain dates.

Disney releases codes when they need to fill rooms.
