That's what the Grad Nites are for.
Grad Nites are for graduates, hence the word 'Grad'. So all teenagers can't go, which is what the OP was saying.
Actually.... really any teen or adult can attend GradNite. Disney does not check that the students attending are actually graduates (they actually suggest sending underclassmen along to promote the event for future graduating classes), and any adult can chaperone.
Well yeah, but the OP was suggesting a day for all teens. Not just for teens to ambush a Grad Nite event.

Still, this is just a mass of teenagers - not Disney-loving teenagers. I'm thinking the OP had something more like MouseMeets/MouseFest for teenagers in mind. And considering that MouseFest (well, it's cancelled this year) was coordinated by "unofficial" Disney people, it would be difficult to put an event like this together considering that parents are the ones that book and pay for vacations. Not to mention, one must be 21 years of age or older to check into a hotel.
There is, however, some sort of Kid Convention in Orlando, FL. Something similar could be done with teens, though teens would probably be less enthusiastic about attending such event.
I think it would be nice if Disney hosted something sort of like a summer camp, inviting teenagers to come and spend the week at either WDW or DLR. They could use it as a recruiting opportunity (not to mention a $$$ making opportunity). It could be a event with counselors/chaperones - no parents.
However, the best time to do an event like this would be during the summer, and that's already a busy season for Disney - no reason to waste accomodations on a bunch of teenagers. But maybe they could use the houseing they use for the college program or something.
They could have celebrity guests and performers like GradNite and have special planned activities and tours.... it would be super fun for the Disney loving teens!
