I've got a 13 and 15 year old, is there a club that they can attend together?

Yes. Vibe.
But you'd have to sign a waiver for the 13 year old to attend as it's meant for 14-17 year olds.
They may ask that they try their intended group first (Edge 11-14), and in rare cases may not have space in Vibe for 13 year old that cruise.
They can hang out in any youth activities space together during open house times.
