That's a bit cheeky really that they should charge. You would never have that problem in America, and to be honest, I would expect tea and coffee in my hotel room, yet Disney don't. I am not sure why DLP is different to WDW in this repsect.
Anyway, there can be no arguement. The answer is first. This way you can gauge the perfect flavour by the colour (in cup brewing only - don't use a teapot).
The explanation as to why milk first was originally introduced was because of the fine china porcelain used for tea cups. If boilng hot tea was put straight into the cups they had a tendency to shatter. Hence the milk was put in first to lower the overall temperatur sufficiently.
OK history lesson now over. Personally I prefer tea first then milk cos you can do that with these new fangled cup thingies

At Cheyenne this October, it was 13 euros for the kettle (refundable deposit, no limit on how long you had the kettle) and 4 euros for a "beverage pack" of tea, coffee, and sugar. We got powdered milk in ours though. Cups were from the hotel restaurant.
Then again, you could take a travel-kettle and tea/coffee and get your milk from the garage shop by the Santa Fe.
At the Sequoia Lodge earlier this month we got the kettle FREE for the duration of our stay and paid 6 euros for the tea and coffee basket which had 4 types of Lipton's tea bags and i think there were 6 cups and 6 sachets of Nestle coffee and the usual packets of sugar and a couple of packets of shortbread biscuits. The creamer was the UHT stuff which isn't great but there was no fridge to keep fresh milk but we only had a ''standard room'' ,if you like hot chocolate take your own Have fun from Wifey
