Target or Walmart Shuttle??

Does either Target or Walmart offer a shuttle to and from the DLR hotels to their stores for either free or a small charge?

I have never heard of this. But you could possibly take art or the City Bus to Target.

No. I think what is important remember about Disneyland (compared to Disney World) is that it tends to be a "day park" that people (often locals) visit for the day and then go home. There are not as many people who would have any reason to go from Target or Walmart and then back to the parks. If people do come in for the multiday trips, they often stay on property or around it (on Harbor) and eat out. There isn't much reason for trips to Target or Walmart.

No, you can take the bus or you can take ART to the hotels near the Target or you can grab a taxi. Your hotel can actually help you find the best way to get where you need to go.

I went by the ART shuttle, they stop at the hotel directly across from Target just down the road from Disneyland. We also just caught a bus to Target in Fullerton which also had a few other shops!
