Does anyone know if target ever offers 10% off instead of 5%? With the red card.

Usually Target will offer their GC for 10% off one day in Dec but you are limited to $300 ( though many get around that limit). Then you can use the Target GC to buy Disney.

ETA: it is typically the Sunday before Christmas.

This. Although in 2014, this deal was offered for a few hours on Black Friday; and in 2015, it was offered on the Sunday before Christmas. Both years were supposedly limited to $300 per household, but since the deal was available online and in stores, there were ways of double dipping (or more).
