Try being 5'2" and having your legs dangle while sitting on the toilet looking like you were a kid being potty trained. It does tons for your self esteem.
They've actually been around for a long time (at least the late 60s, maybe longer), but they were mostly used in institutional settings. They have been in handicapped accessible toilet stalls for a long time (I personally hate them because my DD, who has to use the handicapped stalls because of her wheelchair, is only 5 feet tall.)
In the last 5 years they have been making their way in stock at places like Home Depot. They were not there before because there wasn't that much demand for them (they were available by special order).

Here's a weird thing. An elderly friend of mine wanted a taller one put in her new home that was being built and was told that if they did that they had to put in the handicap rails according to the building code. This was in a New Orleans suburb pre-K.
The bathroom was not at all configured such that the rails could be installed so they told her they were not allowed to put in the taller toilet.
