WE have not flown for a long time. Back in 1999 we were aloud to duct tape a cooler shut and use it as a baggaged. It this a same policy still?

Also, are you aloud to pack pop still in cans or plastic bottles?

Depends on the airline, you need to call and ask. You are still allowed to check cans or plastic bottles.
 
You can still do it as checked baggage (no ice or dry ice, of course.) However, they prefer you don't tape them shut anymore. Get a luggage strap or two to put around it to hold it shut; that way it can be opened by anyone who needs to open it without slashing the cooler surface while cutting off the tape. (They won't peel it off, they will cut it, and probably not retape it.)

Be aware that airlines are now charging hefty fees for overweight &/or oversized bags. Check your airline's website and make sure that your cooler and the contents will meet the weight/size limits for checked baggage.
