Our plane is scheduled to land at 9:15am and we are staying at POR. I am planning on making an adr for lunch do you think 1pm would be a safe time with time from the airport to the resort and taking the boat to dtd taken into consideration?

Probably as long as your flight is on time. Do yourself a favor and book the resv directly thru TREX instead of thru Disney. That way if something comes up where you are really late or can't make it, you won't be charged the $10 per person penalty. TREX doesn't require a CC to book.
