switching hotels with wdtc

Has anyone booked a Good Neighbor hotel through WDTC and then decided to change to a resort hotel like the week before? Also, does WDTC adjust their resort hotel rates to fill up their hotels? In other words, do they lower the rates for the resort hotels to get a person to switch?

WDTC does not change their rates to fill the hotel. 29-6 days prior to arrival there is a $50 change fee for your reservation.
