We are planning on visiting WDW in May. I would like to know if I can bring life vests for my 9 mo and 3 year old or do I have to rent the Disney ones.

My second question- are the children allowed to play with the noodles in the pools?

You can bring your own life vests if you like. There is no fee, however, to use those provided at the resorts. We were at POR in February and the lifeguards brough out noodles and balls for the kids to play with, so I'm sure they wouldn't mind you bringing your own.
 
Alot of the pools in our area have gone to a policy of only allowing US Coast Guard approved life vests.

If you want to bring your own you should make sure to bring one that has been approved.

If not you can use one of the resort ones free.
