I've never seen this policy and can quickly count at least 12 cards between friends and family that have done this in the last year alone and not had any points taken back. As with anything, of course it could be YMMV, but I don't have a single negative data point of anything being taken back.
I agree. Once the points are transferred to the partner (i.e. Southwest, Marriott, etc.) Chase can't get them back. I've even had Chase reps tell me that when cancelling a card (they say something like "any points already transferred are yours to keep. Any pending points will not post and will be cancelled..." I even had my free anniversary hotel night post with Marriott then cancelled and I kept the night.
Now, on a separate note, Chase (or any CC issuer) could pick up on this pattern and blacklist you but I've never heard of that happening.
