There is another thread (I forget the title) where someone reported that Florida could not deal with even the neighboring state (Georgia; Peach Pass) that they already advertise as being interoperable with.

A federal mandate means nothing unless there is a provision where the traveler is not liable for paying the toll except through the toll agency his account and transponder are with.

Actually, it was 10/1/2016.

I think the only penalty would be the potential loss of federal funding. That probably won't happen as long as all the parties involved appear to be making progress, no matter how slowly.

Electronic Toll Collection
Interoperability Requirements.--Not later than 4 years after the date of
enactment of this Act, all toll facilities on the Federal-aid highways
shall implement technologies or business practices that provide for the
interoperability of electronic toll collection programs.

It's more what you'd call a "guideline" than an actual rule!

It will be much easier when I can just bring my own Good to Go Pass and not have to worry about the tolls.
